Where the data comes from

Every figure in this report traces back to one of the sources below. Official totals come from the ECI, in reply to an RTI application; everything else was digitised and checked by Civic Research Group, building on work by Sabar Institute.

Digitisation and acknowledgement

Voters deleted after adjudication

Preliminary digitisation of the voters deleted after adjudication was done by Sabar Institute and published in its SIR Deleted Data Repository. We are grateful to Sabar Institute: its work substantially reduced the effort of digitising image-based ECI lists.

Civic Research Group further verified those EPIC numbers, corrected wrong EPICs and incorporated EPICs that were missing, before checking each one on the Tribunal appeal portal.

Voters included in the e-roll after adjudication

Digitisation of the voters included in the e-roll after adjudication was done completely by Civic Research Group, from the ECI’s supplementary lists of electors found eligible, followed by a check of every EPIC on the Tribunal appeal portal.

Official adjudication figures (ECI, RTI reply)
Official AC-wise figures (electors under adjudication, found eligible, found not eligible): provided by the ECI in reply to an RTI application by Shri Isha Khan Choudhury, Member of Parliament, Dakshin Malda, dated 17/08/2026, vide memo no. 8551-Home(Elec). Statewide: 60,06,675 electors under adjudication, 32,77,360 found eligible and 27,28,500 found not eligible, for all 294 assemblies. They are the official totals of the report and the base of its percentages. In 43 assemblies found eligible plus found not eligible differs from the total under adjudication (a net difference of 815 statewide); the figures are used exactly as given.
ECI supplementary lists and electoral rolls
The SIR 2026 supplementary lists of electors found not eligible and found eligible after adjudication, one image-based PDF per assembly and booth (file names such as 2026-SUPPLEMENTGEN-S25-<ac>-…-Jo-not_eligible-….pdf), from the ECI’s e-roll download service.
Digitised voter records
Deleted voters: preliminary digitisation by Sabar Institute (SIR Deleted Data Repository), verified, corrected and completed by Civic Research Group. Voters included after adjudication: digitised by Civic Research Group.
SIR Tribunal appeal portal
Appeal status checked EPIC by EPIC between 5 September and 20 October 2026. Appeals against exclusion: filing status, appeal number and dates, and the Tribunal decision. Appeals against inclusion: whether an appeal exists and whether it is pending or disposed. For appeals checked before 18 September 2026 the portal showed the Tribunal’s outcome (approved by Tribunal or rejected by Tribunal). After the ECI made a one-time password (OTP) mandatory for checking an individual EPIC’s appeal status, that detail is no longer accessible to us, so the report shows such appeals as disposed by the Tribunal with the outcome unknown (“Disposed by Tribunal (outcome unknown)”).
ECI affidavit in the Supreme Court
The only official confirmation of the total number of appeals pending at the Tribunal: 37,05,235 pending of 38,31,429 filed (22,21,118 against exclusion, 16,10,311 against inclusion). The affidavit itself was not found online; the figures are as reported by LiveLaw on 21 September 2026 (Mostari Banu v. Election Commission of India, W.P.(C) No. 1089/2025). An earlier ECI affidavit, filed on 16 Sep 2026, gave 37,18,452 appeals pending of 38,20,683 filed.
Form 20 booth mapping
Which municipality, ward or gram panchayat each polling booth belongs to, and polling station names, from the West Bengal 2026 Form 20 booth viewer by dsayantan.
Local Government Directory (LGD)
Names and codes of municipalities, wards and gram panchayats, from the Government of India’s Local Government Directory.
Assemblies and districts
